Every revolution begins with a desire for fundamental change. Ideas are debated, options narrowed, strategy planned and a blueprint for action developed. Supporters are enlisted. A storyline created. Resources are mobilized. And the revolution begins.

Julia Burrows is the director of the Governing Institute, a research and executive-education organization working to advance better government at the state and local levels. As director, she travels the country to advance that agenda through annual Leadership Forums and custom events. She also facilitates the Governing Institute’s Women in Government Leadership Program and works with the Institute’s Senior Fellows, Governing Public Officials of the Year and public-policy schools to spotlight best practices at conferences, webinars and partner events.

Prior to joining Governing, Burrows was the president of Greenwise Joint Venture, founded by Sacramento, Calif., Mayor Kevin Johnson to broaden the green economy in the region, and served as a special advisor to the mayor. Previously, she served for 22 years with the city of Roseville, Calif., in various roles, including as deputy city manager and as economic development director.

Burrows earned her bachelor’s degree in environmental policy analysis and planning from the University of California at Davis.
